About the Role
We’re looking for an Organizational Change Manager to join our Strategy & Transformation Office Change team and lead change management and business readiness activities to support the delivery of complex, cross-functional priority initiatives. In this role, you will develop change management plans and strategies to support flawless program execution, drive continuous process improvement across the organization, and ensure positive impacts on a range of internal and external stakeholder groups that the OCS serves as a public agency.

As a highly organized, detail-oriented Advisor, you will use strong interpersonal skills to partner with business areas across the agency to drive coordination and support for Senior Leadership in decision-making related to project delivery. This is an exciting opportunity to leverage your business analysis and change management experience in an emerging, dynamic industry.
The intent is to ensure business activities are aligned with the agency’s provincial mandate and the strategic priorities for the organization in commercializing recreational cannabis while achieving ongoing value-for-money objectives.

About Your Day
  • Support Business Leads (and end-to-end Program/Project Managers) to develop change management plans and strategies for most significant annual business initiatives that are anticipated to have significant impacts on internal and external stakeholders.
  • Develop a change management competency for enabling change and enhancing a strategic capability to increase our change capacity and responsiveness.
  • Assist in guiding people in the organization through their transitions from the current state to the future state and understand what is needed to influence each person to embrace and adopt the change.
  • In conjunction with the Change Team, execute change activities based on a standardized process to ensure change will be sustainable in the organization.
  • Oversee evaluation and lessons learned exercises to support continuous improvement, sustainability and growth across the organization. 
  • Update, manage and refine the OCS’ change management framework, and work with other departments to export methodology/best practices to department-specific projects/programs. Apply a structured methodology consistently at each level of change initiative.
  • Support engagement with partners to develop effective change Communications, Learning and Development as necessary, to establish a clear understanding and training modules for implementation and sustainability based on stakeholder requirements.
About You
  • Completion of Post-Secondary education in Business Administration, Engineering or related area of study OR equivalent combination of experience and post-secondary education
  • Prosci is preferred other Change Management Certification would be considered an asset
  • 5+ years’ experience working in a Change Management Role. Business Analyst, Consulting or Project Management experience would be an asset
  • Excellent interpersonal skills, with the ability to effectively engage business leads and their teams
  • Demonstrated ability to develop and maintain relationships with both internal and external partners and stakeholders. 
  • Strong grasp of change management theory and its application while using Business Acumen. 
  • Strong verbal and written communication skills and strong problem-solving skills 
  • Clear communicator and writer, with proven ability to develop approachable technical documentation (e.g., process maps, business policies, etc.) 
  • Highly organized, energetic professional with a superior attention to detail comfortable working in a fast-paced environment to support the executive-level decision-making on the deployment and allocation of resources. 
  • Expert proficiency in confluence and/or other project management / tracking solutions
  • Intermediate to advanced level of skills with Microsoft Office applications including: Outlook, Visio, Excel, Word and PowerPoint
Remote Work
  • This position offers a Hybrid work schedule. You will be required to be in the office a minimum of 1 day each week, with the ability to work from home for the remaining workdays (subject to specific business needs requiring office attendance). 
  • When working from home, a reliable internet connection is required. Remote work is supported with cloud-based applications and collaboration tools (i.e., MS Teams)
